The rating primarily reflects the superior quality of the assets in Kommuninvest's lending portfolio, the joint and several guarantee signed by Kommuninvest's owners (the members of the Kommuninvest Cooperative Society) covering its operations and Kommuninvest's favourable access to liquidity, its cautious attitude towards risk and its strong market position.

Lending to municipalities and county councils only
The superior quality of its assets is explained by the fact that Kommuninvest only lends to municipalities and county councils and the companies in which they are majority shareholders. Loans to Swedish municipalities and county councils have a very low risk profile - according to current capital cover regulations, a 0 percent risk weight. No Swedish municipality or county council has ever defaulted on an agreement entered with a creditor.

Explicit guarantee
Municipalities and county councils that are members of the Kommuninvest Cooperative Society have signed a joint and several guarantee covering all of the Kommuninvest's current and future commitments.
